The Oradea Local Development Agency (ADLO) launched on Monday, November 20, 2023, in a public auction the lease for the operation of the "Intermodal Center with access facility to road and rail transport in the area of ​​the CFR Station in Episcopia Bihor" .

The deadline for the submission of offers, which will be submitted at the ADLO headquarters, Oradea, Street Primăriei, no. 3, ground floor, Bihor county, in a sealed envelope, it is 18.12.2023 at 12:00.

Characteristics

The Episcopia Bihor Intermodal Center is mainly characterized by:

• a working platform with an area of ​​32,700 m2, used for container handling and storage;
• two industrial railway lines, Line 1 with a length of 715m, and Line 2 with a length of 700m directly connected to the CF Episcopia Bihor station, from line 17 CFR, through a connecting station;
• appropriately equipped and signalized level crossings for motor vehicles to cross over the railway tracks found in the premises;
• an access control point with four traffic lanes: two lanes in the direction of entry and two lanes in the direction of exit;
• two car parks for TIRs, the outer one with a capacity of 36 places, and the inner one with a capacity of 30 places;
• two car parks, the outer one with a capacity of 32 places, and the inner one with a capacity of 20 places;
• a concrete platform, which can host a social group intended for drivers (of the type of furnished containers), with the plan dimensions of 10x10m;
• a concrete platform, which will house the offices of the intermodal center administration and a social group (of the type of furnished containers), with the plan dimensions of 18x11m;
• internal roads and footpaths for traffic.

An increase in rail transport is estimated, the capacity of the intermodal center being between 400,000 and 450,000 tons for the year 2030.

According to the Specifications, the operator is obliged to make investments and arrangements corresponding to the submitted offer, so that within a maximum of 12 (twelve) months from the signing of the rental contract, but no later than 01.01.2025, the proposed investment in contract and start operating.

In the same document, it is specified that the value of the investments in the equipment necessary for the operation of the Intermodal Center (exemplified above, without being restrictive or limiting), by the economic operator, cannot be less than EUR 2 million.

Duration of the rental

The duration of the lease for the operation of the Intermodal Center is 10 years, this, being able to be extended by additional act, at the request of the Operator, who leased the Intermodal Center, for an additional period of at most 20 years.

The minimum rent is EUR 200,000.00/year calculated at the official BNR exchange rate from the reference date (date of issuing the invoice by the Oradea Local Development Agency).
