Directive on the promotion of combined transport transhipment facilities

In order to shift more freight traffic from road to rail, the federal government has been promoting the construction and expansion of combined transport transshipment facilities of non-state-owned companies since 1998. The most important cornerstones of the funding at a glance:

Object of funding

For the purposes of this Directive, combined transport (CT) means the transport of goods in the same standardised loading unit (container, swap body, semi-trailer or, in the case of the rolling highway, also complete lorries), with the loading unit, including the goods, changing modes of transport. Within the framework of the funding program, investments by non-state-owned companies in the construction and expansion of intermodal transshipment facilities are financially supported.

Amount of funding

Up to 80 percent of the eligible capital expenditure is paid as a non-repayable subsidy for the construction and expansion of ct transshipment facilities.

Application

Interested investors submit their funding applications for rail/road or rail/rail installations to the Federal Railway Authority (EBA) and for ct waterway/road or waterway/waterway installations to the Directorate-General for Waterways and Shipping (GDWS). The GDWS is also the licensing authority for trimodal installations (waterway/rail/road) with a focus on investment in waterway infrastructure. The EBA is the licensing authority for trimodal installations with a focus on investment in rail infrastructure.

The result of the examination of the funding application should be communicated to the applicant as soon as possible, but no later than three months after all the documents required for the decision have been submitted.

Current information on the funding guideline (as of April 2022)

The period of validity of the guideline for the promotion of handling facilities of combined transport of non-federally owned companies from 04.01.2017 has been extended until 30.09.2022. The European Commission has approved this extension by decision of 06.04.2022. New funding applications can be submitted to the Federal Railway Authority and the Directorate-General for Waterways and Shipping.

It is also planned that the promotion of investments in combined transport terminals will be continued with a new funding guideline. Funding based on a new funding guideline will not begin until the 4th quarter of 2022 at the earliest.
