UIRR Report 2024-25: growth with an unclear outlook


The European Combined Transport Community, represented by UIRR, has completed its first year under its new Board of Directors and Chairman. The adjustment of the association’s focus can be seen in the UIRR Report 2024-25, published today.

The mission of UIRR is to convey the main daily issues and operational challenges that impact Combined Transport to EU and national decision- and policymakers, who can intervene.

The scope of UIRR covers door-to-door Combined Transport of every form, vertical and horizontal transhipment of every type of loading unit, including terminals and road legs of both port hinterland and continental transport chains.

The topics of UIRR are legislative dossiers, policy initiatives and development projects focused on standardisation, interoperability, digitalisation, a fair and efficient regulatory framework, as well as modal shift.

Studies conducted for the Combined Transport for Europe (CT4EU) campaign provide the empirical evidence that contemporary door-to-door Combined Transport should become the backbone of longer distance land transport in Europe.

2025 marks the 55-year anniversary of the founding of UIRR, the voice of Europe’s Combined Transport Community. Today, thanks to the achievements of the past decades, door-to-door Combined Transport represents 10% of Europe’s land freight transport.

MUST – JUST –  TRUST is the call to action issued by UIRR Chairman, Michail Stahlhut for the challenging period ahead of Europe’s Combined Transport.

“The UIRR Community grew to 113 through the joining of 4 new members, 4 new technology partners and 6 MoU peers during the past 12 months. This level of interest is a clear indication from the sector that UIRR is on the right path.”stated UIRR Director General, Ralf-Charley Schultze.

Who is UIRR?

Founded in 1970, the International Union for Road-Rail Combined Transport (UIRR) represents the interests of European road-rail Combined Transport Operators and Transhipment Terminal Managers.

Road-Rail Combined Transport (CT) is a system of freight forwarding which is based on efficiently and economically inserting electric rail into long-distance (road) transport-chains through the use of intermodal loading units (ILU).
