Enhanced Data Interoperability for Combined Transport stakeholders


Summary

EDICT is an EU CEF co-funded initiative focused on eliminating barriers to TAF-TSI-related CT data messaging. Its primary goals are to bolster the integration of terminal operators through information exchange processes and enhance data flows among CT stakeholders, ultimately improving the quality of intermodal freight trains. Coordinated by UIRR, the EDICT consortium includes nine project partners: CIS, Combinant, Duisport, Hupac, Kombiverkehr, Port of Rotterdam, Rail Cargo Group, WienCont, and UIRR.

 

The project focuses on boosting the attractiveness of international rail freight and is structured around three major components:

  1. Implementation of electronic data exchange between terminals and the rail sector, including the definition of harmonised timestamps, adaptations of Terminal Operating Systems (TOS), and design of a common and standardized interface for terminals.
  2. Development of a collaborative Quality Management System for European Combined Transport, scheduled regularly running (non-ad hoc) rail freight operations (Q-ELETA), including the development of a methodology to devise milestones/time stamps of the production process, harmonised delay/irregularity codes, and a view to improving CT performance, in particular punctuality.
  3. Initiating data exchange with new stakeholders, particularly end-customers such as shippers, Logistics Service Providers, and freight forwarders, including the integration of Estimated Time of Pick-up Time (ETP) based on train ETA, extension of the successful market solution CESAR for tracking and tracing, development of registers, and promotion of existing applications such as KV 4.0, a data hub for Combined Transport.

Role of UIRR

UIRR is the coordinator of the project and is responsible for all work packages (4 in total). We are also responsible for all reports and deliverables (in total more than 20). 

UIRR elaborates recommendations for the intermodal sector towards aiming at improving the current digital exchange in the context of the TAF TSI Regulation. UIRR will also facilitate the exchange of reference data with any interested parties and will implement the ILU Tech Register compiling all technical characteristics of a specific intermodal loading units.

In the frame of EDICT, the UIRR Code Data Management and the ILU-code website were also upgraded to achieve the objectives of the project.
