Austria charges a higher toll per kilometer on the Brenner Pass for a five-axle, 40-ton semi-trailer truck of emissions category Euro VI than Switzerland with its performance-related heavy vehicle fee (LSVA). This is according to the Swiss Federal Council's report on the modal shift. The report states that for 2024, the toll in Switzerland is 0.91 Swiss francs per kilometer (0.98 euros; exchange rate 1 franc = 1.07 euros), while in Austria, the toll on the Brenner Pass is 1.00 euros. Nevertheless, transit via Switzerland is more expensive because the route is significantly longer than via the Brenner Pass. In absolute terms, 109.27 euros must be paid on the transit route through the Inn Valley and on the A13 motorway. In Switzerland, on the other hand, toll fees amount to the equivalent of 270 to 281 euros. The report criticizes the fees in Italy (0.25 euros per kilometer) and Germany (0.43 euros per kilometer) as being too low. Only with a toll that fully takes external costs into account would the necessary incentives for a shift to rail be created.
