Lyon-Turin: the works and studies to be carried out as well as their timetable and governance agreed by the Commission
30 July 2025 | COMMISSION IMPLEMENTING DECISION (EU) 2025/1715
All this is detailed in an implementing decision published in the Official Journal of the EU on 1 August, which lists the sections, access lines, rail bypasses, redevelopment of marshalling yards and other upgrades to conventional lines to be carried out according to an equally defined timetable. The decision provides that France and Italy will report on progress at least once a year to the Commission and to the European coordinator for the Mediterranean transport corridor, Mathieu Grosch of Belgium. Both countries will be required to notify and justify any delay and specify the corrective measures adopted. This implementing decision will be reviewed by the end of 2026 "in order to accurately reflect the state of planning and construction of the actions". All sections of the project can benefit from EU funding up to a maximum of 55% for the base tunnel and 50% for the access lines, the Commission recalls, noting that this co-financing "exerts a key leverage effect on national and regional decisions".
