Hungary is on the verge of a new logistics era

27.11.2025 | The National Logistics Concept 2030–2035 has been completed, which determines the direction of domestic logistics developments for the next decade. The concept aims to make Hungary the control center of Central European supply chains by 2035, with sustainable, digitalized and adaptable logistics systems. The concept was prepared in the broadest professional cooperation in the sector, involving transport, industrial and logistics players.

The concept was developed by the professional organizations of the Logistics Coordination Forum, including the HUNGRAIL Hungarian Railway Association, the Hungarian Logistics, Procurement and Stocktaking Company (MLBKT), the Hungarian Logistics Association (MLE), the Association of Hungarian Logistics Service Centers (MLSZKSZ), the Association of Hungarian Forwarders (MSZSZ) and the Hungarian Customs Association (MVSZ).

Rail freight transport could double, intermodal traffic could triple by 2035

The Hungarian logistics sector could reach a new level in the next decade.

Hungary could double its current rail freight capacity by 2035, while the sector is expected to grow by at least 50 percent by 2030. Continental intermodal traffic could triple to 138,000 TEU. Railway developments include a 20 percent expansion of track capacity, a 30 percent increase in the number of sidings, the renewal of rolling stock, and the digitalization of border crossings, which could reduce waiting times by up to 30–40 percent. The concept pays special attention to the resilience and security of logistics networks, so that Hungary remains a stable supply point even in crisis situations.

The green transition is at the heart of the road sector: professional organizations propose that high-performance electric chargers be built every 50 kilometers along highways, and the reform of the toll system should provide up to 100 percent discounts for zero-emission vehicles. The Green Logistics Program reduces the sector's emissions with targeted measures, supports warehouses using renewable energy, and promotes the introduction of an emissions-based toll system. The emissions of the entire logistics sector could decrease by 40 percent by 2035, while the logistics performance of the Hungarian economy could increase by up to 60 percent compared to the 2024 level.

A digitalized, green and data-driven logistics network is being built in Hungary

The concept focuses on the development of the intermodal network. The share of combined transport in total road traffic could increase from the current 7 percent to 21 percent by 2030. It is proposed to launch a new national terminal development program, within the framework of which new transshipment capacities would be created in the Zalaegerszeg, Győr and Szeged regions, as well as in those logistics parks where freight traffic justifies establishing a railway connection and installing a microgrid utilizing renewable energy. By 2030, all parks larger than 50 hectares and handling freight traffic over 100 thousand tons per year would be able to be connected to the railway network.

Containerized shipments from the Adriatic Sea and northern ports should reach their recipients in Hungary within four working days. The Danube's share of freight transport could increase to 10 percent by 2030, the proportion of ships flying the Hungarian flag could reach 25 percent, while the volume of air freight could increase by 80 percent by 2035.

The National Logistics Data Platform could ensure uniform, real-time data sharing, enabling artificial intelligence-based network optimization and fully automated customs procedures. In parallel with digitalization, the development of cybersecurity and data protection is also emerging, which could become a mandatory part of future logistics training.

The plans include the creation of a regional e-commerce and customs logistics center, offering 24/7 customs and logistics services, with processes supported by artificial intelligence. Hungary could become the most attractive logistics and e-commerce distribution center in the region by 2030.

Hungary can be the control center of Central European supply chains

The right team of professionals is essential for the success of developments. The concept proposes the creation of a unified, practice-oriented training system that ensures the acquisition of modern, digital competencies at all levels, from operational employees to senior managers. By 2030, the number of participants in logistics training is expected to increase by 25 percent, and at least 5 thousand people can participate in new types of digital and green logistics programs annually. Cyber ​​​​defense and digital security education must also be incorporated into the training system so that future professionals are also prepared in the field of data and network security. The Concept proposes the introduction of state-funded truck driver training and its continuous availability in public education.

The development of logistics is an indispensable supporter and at the same time a benchmark for general economic development, said Dr. Attila Chikán, co-chair of the MLBKT.

The implementation proposes several stages: in 2026, the development of a detailed strategy and action plans, in 2026-2027 the emphasis would be on the introduction of digital funds and green incentives, and between 2027 and 2030, the main developments would focus on rail and intermodal infrastructure, as well as on providing economically viable rail connectivity for logistics parks. After 2030, Hungary could become a regional logistics and customs service hub, not only serving but also managing Central European freight traffic. The implementation could be supported by a new, cross-sectoral National Logistics Strategy Implementation Platform, which would ensure transparent decision-making and the efficient use of EU funds.

By 2035, we propose building a strong and modern Hungarian logistics system that not only adapts to global trends, but also relies on the power of domestic logistics infrastructure, digitalization and intermodality to provide security to the economy, create room for movement for businesses, and make Hungary one of the leading distribution and service centers in the Central European region.
