The Polish Development Fund (PFR) co-finances the construction of a new intermodal terminal for CLIP Group in Zabrze. The investment, which is planned to be completed in mid-2026, will strengthen national logistics infrastructure, increase intermodal transport capabilities and support the development of more efficient and low-carbon supply chains based on local content. The project worth about 145 million PLN is implemented in the post-industrial areas of the former KWK Makoszowy and JSW Koks mines.
PFR financing was granted in the loan formula up to 81.5 million PLN for CLIP Terminals. The remaining 72.5 million PLN is co-financing from the National Recovery Plan (KPO).
“Intermodal transport is becoming one of the foundations of the modern economy. It determines the efficiency of supply chains, logistics costs and the ability to handle increasing freight flows. The project in Zabrze strengthens Poland’s position in European transport corridors and increases the importance of our country as a logistics facility for industry in the region. This is another PFR investment in the area of infrastructure, which really increases the potential of the Polish economy” says Mikołaj Raczyński, Vice-President of the Management Board of PFR for Investments.

The emerging terminal will support the handling of domestic and international freight flows, increase the availability of modern intermodal services for industry and contribute to the further development of low-carbon logistics. The new terminal is being built in a heavily industrialized region, near existing rail infrastructure and important production facilities in Poland and Central Europe. The capacity of the object will be 312 thousand. TEU per year. The project will create four transhipment tracks with a length of 750 meters each, and the terminal will be equipped with two electrified, zero-emission X-ray cranes and an intelligent terminal management system.
Strategic importance for Poland and the region
The investment is of strategic importance not only for the region, but also for the entire logistics system in Poland. The expansion of the rail terminal network is one of the priorities of modernizing logistics and strengthening the role of railways in the transport of goods. The project in Zabrze also fits into the wider ecosystem of investments supporting the availability of rail transport and the connection of industrial facilities with seaports in Gdańsk and Gdynia. For PFR, this aspect is of particular importance, in the context of the development of the Baltic Hub, the largest deep-water container terminal in the Baltic Sea, in which PFR has a 30% stake.

The construction of the terminal will also bring tangible economic benefits. The investment is multiplier – it engages regional contractors and subcontractors and construction companies, which strengthens the participation of Polish enterprises in the value chain (local content), at the same time providing a developmental impulse for the Silesian region. The development of rail logistics is conducive to reducing greenhouse gas emissions, reducing heavy traffic loads and improving transport safety.
An intermodal terminal is a modern logistics infrastructure that allows efficient transhipment of containers, semi-trailers and other cargo units between rail and road transport, without the need to unload the goods themselves. Thanks to this, it is possible to combine the efficiency of railways over long distances with the flexibility of road transport at the first and last stage of delivery.
